Building a Network-Wide Performance System at CICS

Anyone working in Chicago's public school landscape understands the challenge of fragmented data. Attendance, assessments, and academic performance often live in separate systems, making it difficult for school leaders to see a complete picture of student outcomes in real time. By the time a trend is visible, the window to act has often already closed.

To address this challenge, CICS made a significant and strategic investment in Innovare,  a unified data warehouse platform that consolidates our most critical data points into a single, real-time view across our entire network. Rather than navigating multiple disconnected platforms, school and network leaders now have access to a centralized system that provides a real-time view of performance across all CICS campuses. 

Innovare was co-founded by Nicholas Freeman, a former Chicago Public Schools data strategist who built the platform with a clear mission: to give education leaders the tools to act on data without the lag and fragmentation that has long plagued urban school systems. As Luke McShane, Managing Director of Continuous Improvement explains, "When data was siloed, CICS knew they needed more than a dashboard; we needed a partner." Innovare became exactly that.

What Innovare has made possible at CICS is a culture of shared accountability at every level of our organization. School leaders use it to monitor performance, attendance trends, and early warning indicators in real time. School operators use it to ground their partnership with CICS in shared evidence rather than periodic reports. CICS network leadership spots trends across campuses, replicates what's working, and directs resources where they're needed most. And our Board of Directors relies on the same platform to ensure our governance is as informed as our operations.

Most importantly, the system allows data to translate into action. When a school leader notices a spike in chronic absenteeism, they can identify students by name and build a support plan the same day. When CICS spots a pattern across multiple schools, we can design a network-wide response. This is what data-driven leadership looks like in practice: not numbers on a screen, but real decisions that shape the lives of real students. We see Innovare not as a destination, but as a foundation — and we are committed to building on it, one data point at a time.
